The district utilizes Edmentum resources as part of a comprehensive approach to student learning, intervention, and graduation support.As part of the district’s internal assessment plan, students in grades K–6 complete the Exact Path diagnostic assessment three times per year. These benchmark administrations provide data to identify student strengths and skill gaps, monitor academic growth, and inform personalized learning pathways aligned to individual student needs.The instructional resources within Edmentum are also used to provide targeted instruction, guided practice, and skill reinforcement for students identified as needing additional academic support.Courseware is used at the high school level, when appropriate, to support credit recovery and help students remain on track toward meeting graduation requirements.

PASD will access professional learning services through the Chester County Intermediate Unit to support the high school English Language Learner Program and Language Arts, through use of our Additional Targeted Support & Improvement (ATSI) technical assistance. While a cost is listed on this agreement, no dollars will be spent by the district; instead we will use our banked ATSI hours.

17. Acceptance of the Library Board Recommendation to appoint Becky Bowlby to the Phoenixville Library Board of Trustees for a three-year term, July 1, 2026 to June 30, 2029.

3. Policy - Approval of the Teacher Formal Observation Protocol

We have been working for the last two years on the faculty growth and evaluation model. The model includes faculty evaluation phases, timelines, observation protocol, and associated documentation.One of these components, the teacher formal observation protocol, requires the Board's and PDE's approval, since the District would like to use a formal observation protocol that is different from what PDE provides. For both the committee members who worked on the evaluation model and the district administration, this is worth the extra effort because the new protocol prioritizes teacher and student actions that we feel are the most valuable for meaningful teaching and learning to occur. PDE has told me that the approval process should not be difficult for PASD because we are attempting to use an updated version of the protocol that is currently provided by PDE. Changes to the teacher formal observation protocol include:updated language throughout, as compared with the 2013 version of the Danielson framework used by PDEfocus on student action, outcomes, and ownership of learning evidence-based ratings tied to current research.A licensing agreement with the Danielson Group would be required to use the 2022 Framework in your observation and evaluation forms if Phoenixville was doing so independently through a locally developed evaluation platform. Because Phoenixville is an existing Frontline user and we plan to continue with that platform for future implementation, the district's use is covered under the existing licensing agreement that Frontline maintains with the Danielson Group. Frontline pays a fee to the Danielson Group for use of the 2022 Framework in their platform.Should the Board approve the teacher formal observation protocol, this approval, along with documentation required by PDE, will be submitted to PDE for their approval. This will enable our teacher formal observation protocol (as part of the larger faculty growth and evaluation model) to go into effect for the Fall of 2026.

Temple University’s Real Estate Institute offers real estate education to students and professionals of all levels, so that they may explore real estate licensure as a career pathway and ultimately obtain real estate licensure In the Commonwealth of Pennsylvania. This lecture series will introduce students to the broader real estate Industry while providing them an overview on how to enter the industry from a professional and educational perspective.
