PASD & the Phoenixville Public Library

The Phoenixville Public Library isn't a typical nonprofit. Under Pennsylvania law, it's legally and structurally a school district library, classified as a component unit of PASD. Each year, PASD's adopted budget includes a direct contribution to the library, recorded in the district's chart of accounts under PDE account 5300 — "Transfers Out to Component Units / Primary Governments."

How the library-district relationship works

Governance & oversight — the library is officially classified as a component unit of PASD in the district's financial and administrative reporting.
Board appointments — the library has its own Board of Trustees that runs day-to-day operations, staff, programming, and local policy. Members of that board are interviewed and appointed by the PASD Board of School Directors.
System affiliation — the library is also a member of the Chester County Library System (CCLS), which lets Phoenixville residents use a single library card across every member library in the county.

The library was founded in 1896 as the Public Library of the Phoenixville School District, shortly after Pennsylvania passed legislation letting school districts establish and operate public libraries. The school board bought the land at 2nd Avenue and Main Street where a foundation grant from Andrew Carnegie helped build the original library building in 1902.

Funding comes from more than just the district.

PASD isn't the library's sole public funder. Supporting the library is a shared effort, with additional municipal contributions from the communities PASD serves, alongside county and state level funding.
